Do not filter current frequency in unsorted AF list
When AF sort is disabled, do not remove the current tuned frequency from the list.

Allow tuned frequency in unsorted AF
When AF sort disabled, allow current frequency in list. This can help with transmitter identification.

Fix OIRT step rounding
Frequency modulo 3 should always equal 2 for the correct OIRT 30kHz steps with plus 20kHz offset.
